Interesting premise. So, Tori became a crime fighter to make up for the lives loss in the earthquake. There are a lot of things we can do with this setup: an escaped convict making the rounds, a disgruntled family member wanting revenge, a cop wanting to put Gaia away, exploring Tori's inner turmoil over what she did. I think I know where I can have Bane fit into all of this.

The prison transfer seems like a stretch. It'd be better to say the earthquake destroyed the prison and the prisoners escaped.

I think the Maximum Security Prison angle is to accommodate for characters like Bane who wouldn't be sent to a regular prison. I also don't think Tori would be anywhere near a real prison at the time of the accident.

I was going to keep it vague so people can borrow from both. It's fiction so the city doesn't have to be 100% accurate to either town.
